NOELLE CLEMENTE
With years of Capitol Hill Committee and think tank press experience, Noelle specializes in translating complicated policy messages into compelling plain-English content. Her efforts have led to significant legislative and public affairs victories.
Prior to joining S-3 Public Affairs, Noelle Clemente served as press secretary of the House Energy and Commerce Committee. At the committee, Clemente led communications strategy for the Medicare payment reform signed into law in 2015 as well as the 21st Century Cures Act, which was enacted with overwhelming bipartisan support. Additionally, she handled media for the implementation of the 2010 health care law and the resulting investigation of HealthCare.gov.
Clemente also served as press secretary to then Rep. Tom Price (R-GA). In addition to her Capitol Hill experience, Clemente served as the primary spokesman for the American Action Forum. In this capacity, she worked closely with AAF President and former Congressional Budget Office director Douglas Holtz-Eakin, executing his earned and digital media strategy.
Clemente graduated from Elon University in North Carolina with a degree in Journalism.
